Charlotte-Mecklenburg Schools (CMS) is committed to ensuring that all employees, students, families and members of our community have equal access to our services, programs and activities. This commitment extends to our digital environments, including our website and mobile applications, which we strive to make accessible to individuals with a range of disabilities.
Our Accessibility Standards
To provide a substantially equivalent user experience, CMS continually works to ensure our digital content conforms to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. These standards provide technical requirements that ensure our information and interactions are perceivable, operable, understandable and robust for users who rely on assistive technologies.
As a public entity serving a population of more than 50,000, CMS is leveraging the Americans with Disabilities Act (ADA) Title II final rule as an opportunity to audit our platforms and further optimize our long-standing commitment to digital inclusion ahead of the April 24, 2026, compliance deadline.
Why Digital Accessibility Matters at CMS
For a district serving more than 19,000 employees, nearly 140,000 students and hundreds of thousands of families with more than 190 different languages spoken, digital accessibility is a cornerstone of inclusion. Properly structured digital content is essential for document accessibility, website readability and content creation, allowing accessibility support tools to function accurately. When these components are correctly formatted, it ensures that vital school updates, resources and instructions are effectively translated and available to our entire community.
We prioritize a "Digital FIRST" framework, ensuring our content is:
- Findable through Ctrl+F page search and navigation.
- Increasable in size (up to 200%) without losing functionality.
- Readable by screen readers and other assistive devices.
- Searchable by search engines.
- Translated effectively by artificial intelligence and translation tools.
Content Scope and Exceptions
While we strive for comprehensive accessibility, federal regulations allow for certain limited exceptions. These may include:
- Archived web content retained exclusively for reference, research or recordkeeping.
- Preexisting electronic documents (such as certain older PDFs) that are not currently used to apply for or participate in CMS services.
- Content posted by independent third parties who are not acting on behalf of the district.
- Individualized, password-protected documents that pertain to a specific student or account.
